   DORMANT RULE CATALOG

   Rules flagged as DORMANT (matching no live DOM) are kept in their
   original homes rather than extracted, to preserve the exact cascade
   and avoid rewriting selector lists. When a future cleanup pass is
   ready (once base.css / utilities.css / styles.css can be grepped),
   the following selectors are candidates for removal:

     _sidebar.css       — .folder-tree__branch and .folder-tree__toggle
                          entries inside §3a's collapsed-sidebar
                          display:none group and icon-rail group.
     _folder-tree.css   — .folder-tree__branch .folder-tree__leaf:hover
                          hover rule; .folder-tree__toggle base rule.
     _drive.css         — .drive-card__icon (renamed to .drive-card__thumb
                          in Phase 8.1; nothing renders it).

   Each partial's header comment notes which of its rules are dormant.
